国控水资源项目监控系统建设典型问题分析

Analysis of typical problems in monitoring system construction of state controlled water resources projects

国家水资源监控能力建设项目经过一、二两期的建设已经基本完成,在实际建设过程中,存在一些建设质量方面的典型问题。结合省级二期项目的技术评估工作进行分析,在技术评估环节中,通过对省级项目建设资料、监测站点建设质量及省级采集平台的审查与评估,发现建设过程中存在数据质量、现场监测站建设质量、测流方案选择方面的典型问题,针对这些典型问题提出了相应的解决方案,分短期和长期建议整改措施,为项目后期更好的运行维护、稳定运行提供必要的技术参考。

The national water resources monitoring capacity construction project has been basically completed after the first and second phases of construction.In the actual construction process,there are some typical problems in the construction quality.Combined with the technical evaluation of the second phase of the provincial project,in the process of technical evaluation,through the examination and evaluation of the provincial project construction data,monitoring station construction quality and provincial collection platform,it is found that there are typical problems in the construction process,such as data quality,construction quality of on-site monitoring station,and selection of flow measurement scheme.Aiming at these typical problems,the corresponding solutions are proposed to provide necessary technical reference for better operation and maintenance and stable operation in the later stage of the project.
