北宋瘟疫治理的法律制度探研——以开封为视域

On the Legal System of Plague Control in the Northern Song Dynasty:From the Perspective of Kaifeng

由于人口管理制度、城市规划制度的滞后与不科学等因素,北宋都城开封瘟疫频发。但正是基于灾祸的挑战,北宋政府建立了较为全面的治理瘟疫的组织制度、预警预防制度、诊疗制度、稳定制度等,对治理瘟疫起到了积极的作用。目前我国新型冠状病毒肺炎虽已有效控制,但借鉴北宋开封瘟疫治理的智慧,进一步完善我国的疫情预防和预警制度,建立更为科学的诊疗制度,充分调动社会力量参与疫情防控,兼顾疫情防控与经济社会秩序,制度化城市卫生与城市规划,在面对突发疫情时应对也会更加从容。

In the Northern Song Dynasty,because of the population system and urban planning system of the Kaifeng City is unscientific and lagging behind,the plague occurred frequently.To control the plague,the government established a set of systems,including organization,early warning and prevention,diagnosis and treatment,and maintenance of social stability,which played a positive role in the plague prevent and control.Although the spread of COVID-19 in our country has been effectively controlled at present,it is still necessary to learn lessons from the management wisdom of the Kaifeng City in the Northern Song Dynasty,further improve the epidemic prevention and early warning system,establish a more scientific diagnosis and treatment system,mobilize social forces to participate in epidemic prevention and control,and take both epidemic prevention,economic development and social stability into consideration.When we do well in these aspects,we can respond more effectively and calmly in the face of sudden outbreaks.
