多元协同视角下弱财政城市积极养老问题研究——以新乡市积分制养老为例

Active Senior Care in Cities with Limited Fiscal Resources from the Perspective of Multi-agent Cooperation:Taking Point Redemption Scheme of Eldercare in Xinxiang,He’nan Province as an Example

积极养老是对人口老龄化的正面回应,它要求老年人自身及政府看到老年人的社会价值并将其发挥到最大限度。通过对新乡市积分制养老模式的实地调研,发现新乡市形成了由政府牵头、以"12349"呼叫中心为平台、社会各界协同、老年人及家庭成员等多方主体共同参与的积分制养老模式。这种养老模式回应了社会对养老问题的关注,具有刺激消费、整合社会资源、促进老年人积极养老等作用,是一种兼顾多方主体利益的成功做法。弱财政背景的城市更应推广多元协同共治的理念,实施积极养老。

This paper holds that an active attitude towards eldercare is a positive response to population aging.It requires the government and older people themselves to recognize the social value of the elderly and make the most of this value.On the basis of field surveys of point redemption scheme of cldercare in Xinxiang,He’nan province,we find that Xinxiang has developed a government-led care model with"12349"call crnter as the platform.It is a care model coordinated by all walks of the society and participated by older adults and their family remembers.This model responds to the concern f the society on the issue of senior care,and can thus stimulate consumption,integrate social resources and promote active care of the elderly.It is a successful approach that takes into account the interests of multiple players,so we think that cities with limited fiscal resources should spread the concept of multi-agent cooperation and active care.
