创新大项目推进机制研究——以南通市海门区为例

Research on Promotion Mechanism of Large Innovative Projects——Taking Haimen District of Nantong City as an Example

大项目已成为引领发展、成就未来的“硬核”力量。世界面临百年未有之大变局,推进大项目建设必须摆脱原有发展惯性,告别原有路径依赖。通过创新大项目推进机制的理论考察,揭示了创新大项目推进机制的本质,即从宏观着眼、微观入手,创新载体和手段,强化“有为政府”与“有效市场”的双重作用,对大项目投资建设施加以积极和广泛的影响。基于海门区大项目推进的成功实践以及面临的瓶颈制约,以机制创新为支撑,以做强产业为基础,以亲商富商为重点,以提高组织化程度为落脚点进行有益探索。并就如何保持促使大项目推进在“不确定性”中增强确定性,提出了“双重”考量、“双管”发力、“双向”推进、和“双轮”驱动等路径选择和方向性启示。

Large projects have become a“hard core”force leading the development and achievement in the future.The world is facing major changes unseen for centuries.To accelerate these major projects,we must get rid of the inertia of development and move away from the dependence on the original path.Through theoretical investigation of the promotion mechanism of big project innovation,this paper reveals the essence of the promotion mechanism of big innovative project,that is,proceeding from the macro perspective to micro perspective to strengthen the dual role of“effective government”and“efficient market”and exerting positive and extensive influence on the investment and construction of big project with innovative carrier and means.Based on the successful practice of big projects in Haimen District and the bottleneck constraints the city is facing,it is necessary to carry out beneficial exploration on the basis of mechanism innovation and strengthening the industry,being pro-business and rich business and improving the degree of organization.And it is necessary to enhance the certainty in the“uncertainty”in promotion of big projects,to put forward“double”consideration,“double administration”,“two-way”propulsion,and“double wheel”drive path and direction inspiration.
