高质量发展背景下安徽省工业绿色全要素生产率评价研究——基于SBM超效率模型与Malmquist-Luenberger指数

A Research on the Evaluation of Industrial Green Total Factor Productivity in Anhui Province under the Background of High-quality Development——Based on SBM super efficiency and Malmquist-Luenberger index

运用SBM超效率模型和Malmquist-Luenberger指数模型基于安徽省规模以上工业企业投入与产出数据,从静态效率和动态全要素生产率两个方面来对安徽省工业经济高质量发展水平进行全面评价,得出如下主要结论:考虑非期望产出2013-2018年工业绿色发展效率均值0.92,未达到DEA有效,不考虑非期望产出的工业发展效率高估了工业发展水平;安徽省工业发展绿色效率区域差异较为明显,从大到小依次为:皖北-皖南—皖中。工业绿色全要素生产率各年均有不同幅度的下降,平均下降了7.5%,绿色纯技术效率降低是造成其下降最主要的原因,整体工业技术的进步和规模效应的提升限制了工业绿色全要素生产率的下降。根据实证分析结论结合安徽省工业实际发展情况提出如下政策建议:坚持和贯彻新发展理念,加强政府环境规制;提升自主创新能力,加强绿色技术研发与创新;坚持区域协同发展,发挥绿色创新技术外溢效应。

Using SBM super efficiency model and Malmquist-Luenberger index model,based on the input and output data of industrial enterprises above scale in Anhui Province,this paper comprehensively evaluates the high-quality development level of industrial economy in Anhui Province from two aspects of static efficiency and dynamic total factor productivity.The main conclusions are as follows:considering the unexpected output,the average industrial green development efficiency from 2013 to 2018 is 0.92;the regional differences of green efficiency of industrial development in Anhui Province are obvious,which are in the order of northern Anhui,southern Anhui and central Anhui;the industrial green total factor productivity decreased by 7.5%every year;the green pure technical efficiency was the main reason for the decline;the progress of industrial technology and the promotion of scale effect limited the decline of industrial green total factor productivity.According to the empirical analysis conclusion,combined with the actual industrial development situation of Anhui Province,the following policy suggestions are put forward:adhere to and implement the new development concept,strengthen the government’s environmental regulation;enhance the ability of independent innovation,strengthen the research and development and innovation of green technology;adhere to the regional collaborative development to play the spillover effect of green innovation technology.
