供暖行业排污许可量核算方法研究——以沈阳市为例

针对沈阳市能源结构调整、供暖行业管理政策制定以及排污许可证“一证式”精准环境管理过程中排污许可量核算等难点问题,并基于排污绩效方法,提出了排污绩效标准制定与供暖企业排污许可量核算方式,分析了应用情景,为供暖行业排污许可量核算提供技术指导与科学依据。

Regarding the difficult problems of energy structure adjustment,the heating industry management policy formulation and the discharge capacity calculation of pollutant emissions in the process of"one-certificate"environmental management in Shenyang,based on the emission performance method,the establishment of emission performance standards and the capacity accounting method of pollutants emission permit for heating enterprises were proposed.Then,the application scenarios were analyzed to provide a technical guidance and scientific basis for the accounting of the discharge permit amount of heating industry.
