我国智慧康养政策执行困境及服务推进策略——基于史密斯模型

The Implementation Predicament and Service Promotion Strategy of Intelligent and Health Care Policy in China——Based on Smith Model

智慧康养是满足老年人多层次、个性化、定制化健康养老需求的重要途径。本文以史密斯模型的理论框架为指导,从政策本身、政策执行机构、政策目标群体和环境因素四个维度,分析我国智慧康养政策执行中的困境,并从强化行政约束、营造良好环境、推动智慧经济、改善文化氛围四个方面提出智慧康养服务推进策略。

Intelligent health care is an important way to meet the multi-level,personalized and customized needs of the elderly.Under the guidance of the theoretical framework of Smith model,this paper analyzes the difficulties during the implementation of China’s intelligent health care policy from four dimensions:policy itself,policy enforcement agencies,policy target groups and environmental factors,and it also puts forward the promotion strategy of intelligent rehabilitation service from four aspects:strengthening administrative restraint,creating a good environment,promoting intelligent economy and improving cultural atmosphere.
