现行生活垃圾分类制度构建的“盲点”及其突破

Institutional Construction of"Blind Spots"and Breakthrough in the Pilot Classification of Domestic Waste

生活垃圾治理是"美丽中国"建设势在必行的一项重要国策。目前,伴随着生态文明建设的不断推进,生活垃圾治理制度的基本架构已经形成。但是,在行政主导体制的建设中,生活垃圾的分类目标设置在制度设计方面还存在很多"盲点"。因此,当前应从准确性上抓"源头"治理、落实第一责任人、统一基本分类制度和政策目标、在兼顾合理与合适中加强普法宣传等六个方面寻找生活垃圾分类制度的落实。

Domestic waste governance is an important national policy imperatively implemented in the construction of"Beautiful China".Along with the continuous advancement of ecological civilization construction,although the basic framework of domestic waste management system has been formed at present,there are still many"blind spots"in the systematical design of the target setting of domestic waste classification under the administrative leading system.Therefore,a way should be recently found to implement the domestic waste classification system from six aspects,including more accurately grasping"source"control,the clear definition of the first responsible person,the unification of the basic classification system,the strengthening of the publicity of the law in the consideration of the reasonable and appropriate policy objective,etc.
