治理体系和治理能力现代化视角下我国城市垃圾分类存在问题及优化路径研究

城市垃圾分类处理一直是我国生态文明建设的重要议题。城市治理体系和治理能力现代化是社会稳定、经济发展、文化繁荣、人民幸福的有力保障。根据观察,目前城市垃圾分类主要存在垃圾分类集中投放点设置不合理问题、垃圾分类投放的监督机制不完善问题、宣传有效性与居民"厌烦度"的平衡拿捏问题。从这些问题可以看出,我国城市垃圾分类工作更应该通过集中投放点设置的合理化、监督管理机制的完善化以及宣传方式的有效化,进行体系和能力上的全方位提升,从而更好地推进城市治理体系和治理能力的现代化。

Classification and treatment of municipal waste has always been an important issue in the construction of ecological civilization in China. Modernization of urban governance system and capacity is a strong guarantee for social stability, economic development, cultural prosperity and people’s happiness.According to the observation, the main problems of municipal waste classification are as follows: the unreasonable setting of the centralized disposal point of garbage classification;The supervision mechanism of garbage classification is not perfect;The balance between the effectiveness of propaganda and the"degree of boredom"of residents. It can be seen from these problems that China’s urban garbage classification should be improved in a comprehensive and all-round way in terms of system and capacity through the rationalization of centralized delivery point setting, perfection of supervision and management mechanism, and effectiveness of publicity methods, so as to better promote the modernization of urban governance system and governance capacity.
