美国特朗普政府积极推行更具进攻性的海洋新政“离岸平衡”战略,强调以“美国优先”为原则,以“美国再次伟大”为目标,强化海军力量建设,积极推动“印太”战略并不断扩大在印太地区前沿军事存在,强化与盟友、准盟友安全合作,等等,致力于构建对美国更加有利的海洋新秩序。“离岸平衡”战略直接威胁到中国海洋利益的维护,恶化了中国周边安全环境,增加了中国海洋强国战略前景的不确定性,使中国发展海洋利益面临更大挑战。

The Trump Administration takes actively the more offensive new marine order of“offshore balance”,emphasizing the principle of giving priority to the United States and making the United States Great Again.They strengthen the construction of naval forces,actively promote the“India Pacific”strategy,constantly expand the frontier military presence in the India Pacific region,enhance security cooperation with allies and quasi allies so as to shape a new maritime order more favorable to the United States.The strategy of“offshore balance”directly threatens the maintenance of China’s marine interests,worsens the security environment around China,increases the uncertainty of the strategic prospect of China’s maritime power,and makes China’s development of marine interests face greater challenges.
