德国边境安全治理及对中国的启示--基于对欧洲难民危机的调整应对

Border Security Governance in Germany and Its Enlightenment to China--Based on the Adjustment and Response to European Refugee Crisis

虽然德国边境安全治理高度依赖欧盟的整体治理,但德国本国的边境安全治理颇有特点,有借鉴启示的研究价值。在分析德国边境安全治理框架基础上,梳理德国政府应对欧洲难民危机所实施的边境安全政策调整和措施,总结出德国重点推行外部化战略等治理特点,进而在中国边境安全治理领域,得出设立中央移民政策与管理委员会、积极参与国际组织多边合作机制、大力推进边境安全国际警务合作等启示。

Although German border security governance is highly dependent on the overall governance of the European Union,it still has its own characteristics,which can be used for reference.Based on the analysis of the framework of German border security governance,this paper combs the border security policy adjustment and response measures implemented by the German government in the face of the European refugee crisis,summarizes the governance characteristics represented by Germany’s focus on externalization strategy.In the field of border security governance in China,some enlightenments can be drawn,including establishing the central immigration policy and management committee,participating in the multilateral cooperation mechanism of international organizations actively,and promoting the international police cooperation vigorously on border security.
