厦门市农村集体预留发展用地政策探究及实施建议

Policy Exploration and Implementation Suggestions of Rural Collective Reserved Development Land in Xiamen

厦门农村集体预留发展用地政策制定20余年来,对被征地农民分享土地增值成果及社会保障起到一定的指导作用。本文通过梳理厦门市及海沧区农村集体发展用地政策制定及实践历程,总结海沧区留用地规划实施方面的问题及原因,在此基础上提出厦门市农村集体预留发展用地在政策、开发模式与规划方面的建议。

Xiamen rural collective reserved development land policy has been formulated for more than 20 years,which has played a certain guiding role in the sharing of land value-added achievements and social security for the land expropriated farmers.By sorting out the policy formulation and practice of rural collective development land in Xiamen City and Haicang District,this paper summarizes the problems and causes in the implementation of reserved land planning in Haicang District,and then puts forward suggestions on policies,development modes and planning of rural collective reserved land in Xiamen City.
