气象灾害下电力系统面临的风险辨析及应对策略 被引量:7

摘要 气候变化对电力系统的影响越来越显著。电力系统作为影响整个社会运转的重要基础条件,在气象灾害来临时,如何识别其带来的风险并采用相应的应对策略显得尤为重要。对目前的气象灾害及其带来的影响进行总结,从电力生产、电力传输及电力消费3个领域辨析电力系统所面临的风险,并根据应对气候变化采用的"减缓"与"适应"两个方式提出电力系统应对气象灾害的策略,可为电力系统规划、建设、运营提供指导。 The impact of climate change on power system is more and more significant.As an important basic condition affecting the operation of the whole society,it is particularly important to identify the risks and adopt corresponding coping strategies when the climate disaster comes.The current climate disasters and their impacts were summarized,and the risks faced by the power system were analyzed from three fields of power production,power transmission and power consumption,according to the two ways of"mitigation"and"adaptation"adopted in response to climate change,the strategies of power system to cope with meteorological disasters were proposed,which could provide guidance for power system planning,construction and operation.
