高水平大学的治理体系与制度基础——香港科技大学崛起的关键要素探析

The Governance System and Institutional Foundation of Top Universities:An Analysis to the Key Factors of the Rise of HKUST

香港科技大学建校后迅速崛起,已成功跻身世界高水平大学的行列。该校崛起和办学成功是多方面因素综合作用的结果,其中最关键的要素包括具有充分的办学自主权、治理体系相对合理、教师聘任与晋升程序严格、重视制度建设与执行。相对合理的治理体系与制度基础是建设高水平大学的前提条件。香港科技大学成功崛起的经验对内地高校"双一流"建设具有一定的参考价值,对其治理体系与治理制度中存在的问题也需进行必要的反思。

With rapid achievements since its establishment, Hong Kong University of Science and Technology(HKUST) has become a worldwide top university in a short period. The success of HKUST is a combination of various factors, among which the most essential factors are sufficient autonomy, relatively sound governance system, rigid appointment and promotion procedure, and emphasis on institutional construction and implementation. Relatively sound governance system and institutional foundation are preconditions of building top universities. While mainland Chinese universities can draw some valuable implications from the successful experiences of HKUST in the process of implementing the"double first-rate"higher education initiative, it’s necessary to reflect the problems of governance system and governance institutions of HKUST.
