上海生活垃圾分类实施难点解决路径

Difficult Solutions for the Classification of Domestic Waste in Shanghai

2019年1月31日,上海市十五届人大二次会议通过《上海市生活垃圾管理条例》,上海市开始生活垃圾强制分类。目前,除了在社区内、街道设置分类垃圾桶之外,更困难的是如何向民众普及正确的垃圾分类方式,使其养成良好的习惯。本文通过国际、国内多个城市样本调研,对上海市垃圾处理模式、分类标准、回收处理和生活垃圾收费制度进行比较鉴别,针对上海生活垃圾分类过程中的痛点和痒点,提出有效的解决路径,以期降低垃圾分类过程中的监管成本,提升湿垃圾和可回收物的分拣处理效率。

On January 31,2019,the Second Session of the 15th Shanghai Municipal People's Congress passed the"Regulations on the Management of Domestic Waste in Shanghai",and Shanghai began compulsory classification of domestic waste.At present,in addition to setting up sorted trash bins in communities and streets,it is more difficult to popularize the correct way of sorting garbage to the people so that they can develop good habits.Through international and domestic surveys of samples from multiple cities,this paper compares and identifies the garbage disposal modes,classification standards,recycling treatment and domestic waste charging systems in Shanghai,and proposes effective solutions to the pain points and itch points in the classification of Shanghai domestic waste,in order to reduce the supervision cost in the process of garbage sorting,and improve the efficiency of sorting and processing wet garbage and recyclables.
