城乡居民养老保险新型缴费激励机制构建研究——以江苏省为例

Research on the Construction of New Endowment Insurance Payment Mechanism of Urban and Rural Residents——Taking Jiangsu Province for Example

我国城乡居民养老保险缴费激励机制已基本建立,但激励作用不明显。本文以我国缴费激励机制现有研究的分析为基础,通过现行缴费激励机制运行原理与激励效果分析,探究我国城乡养老保险缴费激励现行机制。为了提高缴费激励效应,尝试构建适用于江苏省的新型缴费激励机制,并通过政府财政和个人支付能力分析评估其可行性。数据分析结果显示,政府和城乡居民有足够的支付能力,该新型激励机制具有较强的可行性。据此,提出了以缴费基数为基础划分缴费档次、政府财政补贴覆盖缴费和待遇发放、将自动缴费机制融入缴费激励的政策建议。

The payment incentive mechanism of endowment insurance for urban and rural residents in China has been basically established,but the incentive effect is not obvious.Based on the analysis of the cur⁃rent research on the payment incentive mechanism in China,this paper explores the current payment incentive mechanism of urban and rural endowment insurance in China through the analysis of the operation principle and incentive effect of the current payment incentive mechanism.In order to improve the incentive effect of payment,the paper tries to build a new incentive mechanism for payment in Jiangsu province,and evaluates its feasibility through the analysis of government finance and individual payment ability.The results of data analysis show that the government and urban and rural residents have enough capacity to pay,and the new in⁃centive mechanism is feasible.According to this,the paper puts forward some policy suggestions,such as di⁃viding the payment grade based on the payment base,covering the payment and payment with government fi⁃nancial subsidies,and integrating the automatic payment mechanism into the payment incentive.
