关于加强铁路建设工程安全监督管理的探讨

Discussion on Strengthening Safety Supervision and Management of Railway Engineering Construction

铁路行业实行政企分开改革后,在铁路建设工程安全行业监督管理机制变革的形势下,通过对新时期铁路建设工程安全监督管理法律法规现状的分析研究,并结合7年来对铁路建设工程实施行业安全监督管理的实践总结,提出完善铁路建设工程安全监督管理法律法规制度体系,进一步加强行业安全监督管理的建议。

With the separation of government and enterprise in railway industry reform,under the situation of the re⁃form of industrial supervision and management mechanism of railway engineering construction safety,it analyzes and studies of the present situation of railway engineering construction safety supervision and management in terms of laws and regulations in the new period.This paper summarizes the practice of safety supervision in recent 7 years,some constructive opinions on improving the legal system in terms of railway engineering construction safety supervi⁃sion and management,as well as enhancing industrial safety supervision were raised.
