高校“双带头人”教师党支部书记监督管理和激励保障制度研究 被引量:7

摘要 高校“双带头人”教师党支部书记培育工程是高校基层党建的重大责任和光荣使命,但其党建学科理论尚不成熟。本研究采用问卷调查和座谈访谈相结合的研究方法,调查了当前高校“双带头人”教师党支部书记培育工程推进工作现状及其面临的困难和问题,以探讨“双带头人”教师党支部书记的监督管理和激励保障机制。结果显示,当前“双带头人”教师党支部书记培育工程宣传推广不到位;“双带头人”教师党支部书记有力推动了教学科研、学科建设等高校中心工作和党建工作的相互融合和共同提升,但其影响力的发挥还很有限;高校教师党支部书记及班子成员党建工作量大、工作难度大、考核任务重,待遇保障不到位;制定符合高校实际的、系统的、科学的培训内容和培训制度,强化责任和担当意识,明确“双带头人”教师党支部书记的工作职责,科学制定岗位目标,实行规范化、制度化管理,充分挖掘和提高“双带头人”教师党支部书记的工作积极性、主动性和创新能力,是推动“双带头人”教师党支部书记培育工程稳步实施的重要途径。 It is a great responsibility and glorious mission to implementing the"Double Leader"secretary of teachers'party branch developing project for the Party's construction in Chinese colleges and universities,which haven't had a mature theoretical system at present.This study explains the present construction state of"Double Leader"secretary of teachers'party branch developing project,investigates difficulties and problems in the implementation process of the project and discusses the supervision,incentive mechanism which can stimulate the construction of"Double Leader"secretary of teachers'party branch developing project in Chinese colleges and universities by questionnaire and interview.Results shows that,it isn't strong enough for the promotion on the"Double Leader"secretary of teachers'party branch developing project.The"Double Leader"secretaries had effectively promoted the integration and improvement of teaching and research work which is the central work of universities and party construction,but the influences were very limited.The main problems which reduces incentive of secretaries and the team member of teachers'party branch includes the heavy workload,highly complicated work,heavy assessment task and low wages and other aspects of welfare benefits.It is important to developing systematic and scientific training content and training system,strengthening the sense of responsibility,clarifying working scope,making scientific job objectives,executing standardized and systematized management,improving"Double Leader"secretaries'initiative and innovation for the implementation of"Double Leader"secretary of teachers'party branch developing project.
