论“中国之制”与“中国之治”的互动逻辑

On the Interactive Logic of“the System of China”and“the Governance of China”

党的十九届五中全会集中彰显了“中国之制”与“中国之治”之间的互动逻辑,从三个方面形成了深厚的互动根基:强有力的政党是“中国之制”与“中国之治”的领导根基,人民立场是“中国之制”与“中国之治”的群众根基,改革开放是“中国之制”与“中国之治”的实践根基。“中国之制”与“中国之治”的互动推进作用,有利于中国社会经济的长期向好发展与国家治理始终保持正确的方向,有利于充分发挥“中国之制”和“中国之治”的显著优势,有利于全国各族人民凝心聚力为实现中华民族伟大复兴的中国梦而奋斗。新时代创新“中国之制”与“中国之治”的互动路径,需要以“中国之治”为基础完善和发展“中国之制”,以“中国之制”健全“中国之治”急需的制度,化“中国之制”的显著优势为“中国之治”的效能,建构“中国之制”与“中国之治”的良性互动机制,实现“中国之制”与“中国之治”的整体进阶。

The Fifth Plenary Session of the 19th Central Committee of the CPC highlighted the interactive logic between“the system of China”and“the governance of China”,which formed a profound interactive foundation from such three aspects as a strong political party leadership for governing foundation,prominent people’s position for mass foundation,and further reform and opening-up for practical foundation.The mutual promotion of“the system of China”and“the governance of China”is conducive to ensuring the long-term smooth development of China’s social economy following the right direction of state governance,to giving full play to the remarkable advantages of“the system of China”and“the governance of China”,and to activating people of all ethnic groups working together to realize the Chinese dream of great rejuvenation.In the new era,in order to innovate the interactive path of“the system of China”and“the governance of China”,the former needs to be perfected and developed on the basis of the latter,whereas the mechanism required in the latter should be consolidated by the former.Therefore,it is to transform the apparent advantages of the former to the efficiency of the latter and to construct a benign interaction mechanism between the two so as to realize the overall advancement of both.
