摘要
哈密市水资源匮乏,辖区内河流过度开发问题存在已久且十分普遍。在深入分析石城子河流域水资源开发利用现状、识别水资源进一步开发对流域环境累积影响的基础上,提出了“水源置换”方案,在不增加河流水资源利用率的前提下,解决电站运行对水资源的需求;同时利用新开发项目建设的契机,在从流域层面系统梳理区域环境问题的基础上,提出恢复中游河段生态环境、水质保护、划定鱼类栖息地、加强管理等补救性措施,以期恢复和改善石城子河生态环境。
It has been short of water resources in Hami city.The problem of over-exploitation of rivers under its jurisdiction has existed for a long time and has been very common.On the basis of deep analysis of the current situation of water resources development and utilization in Shichengzi river basin and identification of cumulative environmental impact of further development of water resources in the basin,a scheme of water resources replacement was put forward to meet the demand of water resources for power station operation on the premise of not increasing the utilization rate of river water resources,and to take advantage of the opportunity of the construction of new development projects at the same time.Based on systematizing regional environmental problems at the river basin level,some remedial measures such as restoration of ecological environment,protection of water quality,demarcating fish habitat and strengthening management were put forward to restore and improve the ecological environment of Shichengzi river.
