摘要
"十四五"期间,党中央对经济、政治、社会的发展提出了新的发展方向。在这样的背景下,劳动关系治理也同样面临新的定位。本文从对我国"十四五"期间国家及地方政府在劳动关系、劳动力市场治理的突破方向入手,结合当前我国劳动关系治理的现有研究,通过深度分析广东省劳动关系公共服务的前沿经验、工会改革的源头治理模式和新就业形态治理的现有发展,本文提出了加强治理体系和能力建设,平衡平台经济发展和劳动者权益保障,以及加强灵活用工治理的战略性政策建议。
During the period of the 14th Five-year Plan,the Communist Party and Central Government made a new proposal in economic,political and social development.Accordingly,the labour relations governance is confronted with new positioning.The paper focuses on the governance upon labour relations and labour market as the breaking point.By elaborating on the current studies in labour relations governance.A number of policy suggestions are proposed with regard to optimizing gvernance system and capacity,striking a balance between the development of platform economy and guranteeing labour rights,as well as governance upon flexibility of employment through profoundly analyzing experimentation in pubic service,trade union reform and platform economy.
