摘要
“普惠园”与“民促法”作为时下对学前教育有重大影响的政策与法规,在民办园上产生交集。且由于“身份认证”引发政策叠加,使得民办园面临着“普惠性+非营利性”“普惠性+营利性”“非普惠性+非营利性”“非普惠性+营利性”四种不同身份组合下的发展困惑:只得“名分”难得“实利”,势单力薄下的无奈之选,在争议中尴尬生存,非公平竞争造成的巨大压力。厘清并消除“普惠园”与“民促法”间的不衔接、不一致成分,是实现民办园可持续发展的根本所在。清晰界定身份、理顺支持政策、完善监督机制是合理有效的应对策略。
The two regulations of“the Policies on Promoting Charitable Public kindergartens”and“the Law on the Promotion of Privately-run Schools”have exerted great influence on the running of private kindergartens.Because of“identity authentication”,private kindergartens are faced with four possible identities:“charitable+nonprofit making”,“charitable+profit making”,“non charitable+nonprofit making”,and“non charitable+profit making”.Their confusion appear when they have to exist with the combination of these identities.If they decide to acquire a reputation of“charitable”but are unable to get“the real profit”,it can only be a helpless choice owing to their unfavorable position for survival and great pressure from unfair competition.How to keep the sustainable development of private kindergartens lies in the clarification and elimination of the incoherence and inconsistency between“the Policies on Promoting Charitable public Kindergartens”and“the Law on the Promotion of Privatelyrun Schools”.The reasonable and effective countermeasures can be taken to clearly define their identities,rationalize the supporting policies and improve the supervision mechanism.
