电改形势下抽水蓄能电站电价市场化疏导机制探讨 被引量:4

摘要 基于抽水蓄能电站成本费用不得纳入输配电定价成本,且无明确的疏导机制出台的前提,结合广东抽水蓄能电站的功能定位,探讨了抽水蓄能电站电价市场化疏导机制。为解决抽水蓄能投资,建议建设旋转备用辅助服务市场,使抽水蓄能电站从旋转备用市场获得一定收益弥补其成本,体现其承担系统旋转备用的功能效益。旋转备用费用可由获益的火电、风电、光伏和核电等电源企业共同分担。 The cost of pumped storage power stations cannot be included in the pricing cost of electricity power transmission and distribution,and currently no guiding mechanism is available.Considering the functional positioning of Guangdong pumped storage power stations,the market-oriented guiding mechanism for pumped storage power stations is discussed.As the pumped storage power stations usually undertake the spinning reserve function,it is suggested to build a spinning reserve auxiliary service market,so that the pumped storage power stations can obtain certain benefit from the spinning reserve market to recover their cost.While the spinning reserve cost should be shared by the thermal power,wind power,photovoltaic and nuclear power companies that benefit from it.
