中非合作论坛是中国与非洲国家开展集体对话、深化合作的重要平台,论坛2000年成立至今已经走过了20年,它开创了中非互利共赢的局面,推动中非关系跃上新台阶。在众多国际对非洲的合作平台中,中非合作论坛取得的成效最为显著,其成功经验主要有:领导重视,优化了论坛的顶层设计;平等协商,契合非洲经济转型的需求;合作共赢,惠及双方利益;与时俱进,内容不断调整充实;机制保障,各项举措落实得力;南南合作,为发展中国家共谋发展。当今世界正处于百年未有之大变局,中非合作既面临着国际格局变动、中非依存度增加和非洲经济转型的机遇,也面临大国在非洲竞争加剧、全球性问题凸显和中非合作存在一些问题等挑战。为了推进中非合作论坛的可持续发展、再创下一个20年的辉煌,需要我们坚持中非合作已有成功经验,并根据形势的变化在原有合作举措的基础上不断推陈出新。

The Forum on China-Africa Cooperation(FOCAC)is an important platform for China and African countries to carry out collective dialogue and deepen cooperation.It has been 20 years since the establishment of FOCAC in 2000.FOCAC has created a mutually beneficial and win-win situation for China and Africa and pushed China-Africa relations to a new level.Among the many platforms for international cooperation with Africa,FOCAC is the most successful,and its successful experiences mainly include:the importance attached to the forum by the leaders optimizes the top-level design of the forum;equal negotiation meets the needs of African economic transformation;win-win cooperation benefits both parties;keeping up with the times,the content is constantly adjusted and enriched;mechanism guarantees the effective implementation of various measures;South-South cooperation provides great opportunities for development of both sides.The world today is undergoing a period of major change that’s rarely seen in a century.China-Africa cooperation faces opportunities for changes in the international landscape,increased interdependence between China and Africa,and economic transformation in Africa,it also faces challenges,such as increased competition from major powers in Africa,highlighted global issues,and problems in the development of China-Africa cooperation.By adhering to the China-Africa cooperation model and constantly innovating on the basis of the original cooperation measures based on the changes in the situation,FOCAC will surely achieve sustainable development and create another 20-year glory.
