分布式光伏电源与配电网协调控制策略研究 被引量:21

摘要 针对分布式光伏电源的消纳问题和接入中低压配电网引起的配电网安全运行问题,研究了分布式光伏电源的模型及控制机制,并对配电网电压的控制方法进行了分析。在此基础上,提出了一种分布式光伏电源有功-无功解耦和对配电网电压分区控制的协调控制策略。将含分布式光伏电源接入的配电网运行电压分为正常、预警和紧急三种状态。在正常运行状态下,实现光伏电源的最大消纳;预警状态下,在使光伏电源有功出力最大化的同时,消除配电网安全运行的隐患;紧急状态下,快速调节配电网电压达到安全运行状态。在DigSilent软件平台上搭建了含分布式光伏电源的IEEE 33节点配电网模型,对该策略进行了仿真验证。结果表明,该策略对提高分布式光伏电源的消纳能力和保证配电网的安全运行具有一定的参考价值。 Aiming at the problem of low consumption ability to distributed photovoltaic generation and hidden thread to safety operation of distributed network caused by the accessing of distributed generation,model and control mechanism of distributed photovoltaic generation is studied as well as voltage control method of distribution network is analyzed.On this basis,a coordinated control strategy including control of distributed photovoltaic generation using active-reactive power decoupled method and voltage partitional regulation of distributed network is proposed in this paper.The operating voltage of distribution network connected by distributed photovoltaic generation is divided into normal,early-warning and emergency states.In the normal operation states,the maximum consumption of distributed photovoltaic generation is realized.Under early-warning states,while maximizing the active power of photovoltaic generation,hidden danger of safe operation of the distribution network is eliminated.Under the emergency states,the voltage of distribution network can be adjusted quickly to reach the safe operation states.Finally,simulation experiments are carried out through establishing IEEE33-node distribution network model containing distributed photovoltaic generation on DigSilent software platform,which verifies the strategy is useful to improve consumption ability to distributed photovoltaic generation,as well as ensure safety operation of distribution network.
