协同共治视角下志愿服务组织参与地方治理的模式及路径研究——以浙江省台州市仙居县为例

The Research on the Mode and Path of Volunteer Service Organizations Participating in Local Governance from the View of Co-governance——Based on the Research on Xianju City,Zhejiang Province

志愿服务是社会文明进步的重要指标,是加强社会建设,推进社会治理创新的有效途径。自新中国成立以来,随着社会治理重心不断向基层下移,社会管理也逐渐朝着"小政府,大社会"的方向转型。基于地方实践,选取县域志愿服务的三种典型模式为样本(行政动员型、社区内生型、外部专业型),运用协同治理理论提供新的研究视角,探索分析在社会结构日渐趋于多元化的当下,志愿服务所承担的社会职责以及多渠道参与社会治理的可行性路径,进而从增强志愿组织的内生力量、注重引导与保障、培育志愿文化、扩大公众参与渠道等方面提出相关建议,进行未来之展望。

Volunteer service is an important indicator of social civilization and progress,and an effective way to strengthen social construction and promote social governance innovation.Since the founding of The People’s Republic of China,as the focus of social governance has been moving down to the grass-roots level,social management has also gradually shifted to the direction of"small government,big society".Based on local practice,three typical models of county voluntary service are selected as samples(administrative mobilization type,community endogenous type and external professional type),and the collaborative governance theory is used to provide a new research perspective,exploring and analyzing the social responsibility of voluntary service and the feasible path of multichannel participation in social governance at a time when the social structure is becoming increasingly diversified.Furthermore,some suggestions and future prospects are put forward in terms of strengthening the internal strength of voluntary organizations,focusing on guidance and protection,cultivating voluntary culture and expanding the channels of public participation.
