返乡后未成年人面临的困境与救助保护工作提升路径——基于对返家后流浪未成年人的集中回访

Difficulties Faced by Minors After Returning Home and the Improvement Path of Rescue and Protection Work——Based on the Centralized Return Visits to the Homeless Minors After Returning Home

为了解返家后流浪未成年人的生活、受教育等基本情况,开封市救助管理站对曾救助过的部分未成年人进行了集中回访。通过回访发现,受访未成年人面临基本生活困难、监护问题突出、受教育难以保障、就业形势严峻、犯罪问题不容忽视、心理健康状况需关注等问题。促进未成年人救助保护质量提升,提高流浪未成年救助保护工作的科学化、规范化水平,一要健全工作机制,形成救助保护合力,二要提升未成年人救助保护机构救助服务专业化水平,三要做好源头预防与回归安置工作。

In order to understand the basic situation of the life and education of the homeless minors after returning home,salvage management station in Kaifeng conducted a centralized return visit to some minors who had been rescued through a structured interview.The interviewed minors were found to face the following difficulties and problems:basic living difficulties,problems of guardianship,no guarantee of education,severe employment situation,the problem of juvenile crime,the mental health status which needs to pay attention to,and so on.The paper puts forward three points to promote the quality of rescue and protection of minors:improve the working mechanism and form a joint force of rescue and protection,improve the professional level of the rescue services of the minor rescue and protection institutions,and pay attention to source prevention and resettlement.
