农村留守儿童关爱服务体系现状探析

Analysis on the Current Situation of Care Service System for Rural Left Behind Children

十九大报告提出要健全农村留守儿童关爱服务体系,号召全社会关注留守儿童的健康成长。为深入了解农村留守儿童关爱服务体系建设情况,研究采用问卷调查和访谈的方式,对重庆市澄溪镇农村留守儿童关爱服务体系进行实地调研,分析农村留守儿童关爱服务内容和体系建设存在的问题。结果显示,该镇农村留守儿童关爱服务体系呈现出关爱服务活动交叉重复;关爱服务工作重点不突出;关爱服务效果得不到保证;关爱服务内容不能满足留守儿童的多样性需求等问题。针对存在的问题,从政府积极建立健全财政支持与互动平台;社区完善公共服务设施,加强家庭教育指导;学校秉持教育观念,加强关爱服务阵地建设;家庭密切亲属联系,真正实现监管和照顾功能等方面提出建议。

The report of the 19 th National Congress of the Communist Party of China proposed to improve the care service system for left behind children in rural areas,and called on the whole society to pay attention to the healthy growth of left behind children.In order to deeply understand the construction of rural left behind children care service system,questionnaire survey and interview were used to investigate the status and problems of the construction of rural left behind children care service system in Chengxi town.The results show that the care service system of rural left behind children in this town presents the problems of overlapping of care service activities,the focus of care service work is not prominent,the effect of care service can not be guaranteed,and the content of care service can not meet the diversity needs of the left behind children.In view of the existing problems,suggestions are put forward from the following aspects:the government should actively establish and improve the financial support and interaction platform;the community should improve the public service facilities and strengthen the family education guidance;the school should uphold the education concept and strengthen the construction of caring service position;the family should closely contact with relatives to truly realize the function of supervision and care.
