The concept of systems for an ecological civilization from the perspective of Xi Jinping’s Thought on Ecological Civilization

“生态文明体系”是习近平总书记2018年5月18日在全国生态环境保护大会上重要讲话中所使用的概念,其中不仅明确概括了这一概念所涵盖的五个具体方面(即“五大体系”),还强调了这一体系构建在党和国家生态文明建设战略及其推进过程中的关键性作用;“五大体系”可以大致理解为对我国生态文明建设过程中重要制度保障条件或主要制度创建目标的列举式强调。无论是狭义的生态文明制度体系及其持续改革,还是与生态文明理念原则相适应的整个社会制度架构的绿色重构或转型,都是新时代中国特色社会主义生态文明建设的使命所在、关键所在、根本所在。

“Systems for an ecological civilization”is a concept used by General Secretary Xi Jinping in his important speech at the National Conference on Ecology and Environment Protection on May 18,2018.It not only clearly summarizes the five specific aspects covered in this concept(i.e.the“five systems”),but also emphasizes the key role of the systems in the construction and advancement of ecological civilization under the leadership of our Party and the state government.The five systems can be roughly understood as the essential parts of the guarantee conditions for important systems or goals of main systems in the process of China’s ecological civilization construction.It is the mission,key and fundamental task of building a ecological civilization of Socialism with Chinese Characteristics for a New Era,both in the narrow sense of the ecological civilization system and its continuous reform,and in the green reconstruction or transformation of the entire social institutional framework in line with the concept and principles of ecological civilization.
