基于协同学理论的测绘地理信息监督管理方法研究

随着国家"放管服"改革的深入推进,如何贯彻落实好放管结合、宽进严管,成了摆在政府主管部门面前的新问题。针对当前行政管理中放管矛盾突出、监管手段单一、法治效果不明显等问题,文中以测绘地理信息行业为切入点,深入分析了当下测绘地理信息行业监管存在的问题与矛盾,准确把握关键因素和要点,基于协同学理论提出了协同监管模式,力在解决当前测绘地理信息行业监管中存在的问题,形成多级协同管理的机制,产生协同效应,为政府主管部门的统一监管提供了一种行之有效的思路和方法。

With the deepening of the country’s decentralization of service reform,how to carry out the reform had become the new issue facing government management.Aiming at the current many problems of decentralization and contradiction in management,in this paper,taking the surveying and mapping geographic information industry as an entry point,and the existing problems and contradictions were analyzed in the surveying and mapping geographic information industry,and a collaborative supervision model was put forward based on the theory of synergetics to solve the current problems,and formem ulti-level collaborative management mechanism,and produce synergistic effect,and provide an effective way of thinking and method for the unified supervision of government management departments.
