摘要
招标机制已成为国际可再生能源定价的主要政策措施,对推动风、光成本下降、实现规模化发展、确保可再生能源成为主力电源起到重要作用。本文总结可再生能源招标机制设计要素,详细分析德国浮动溢价补贴招标竞价、西班牙投资补贴招标竞价、巴西购售电合同招标竞价等三种典型招标机制及其设计要素,提出我国能源转型过渡期采用招标竞价机制的政策建议。
The auction scheme is becoming a dominant policy instrument for securing future electricity production from renewable energy around the world,which has played an important role in promoting large-scale utilization of wind and solar and pushing cost down.This article summarizes the overall framework of renewable energy auction design,three typical auction schemes and its design elements in German floating premium bidding,Spanish investment bidding,and Brazil's PPA bidding are detailed analyzed.Advice on adopting auction scheme in the energy transition period has been put forward.
