Policy agenda is the logical starting point of policy life cycle.The analysis of the process of setting policy agenda is the key to understanding the theme of public policy.Usually,the participants of a major policy agenda involve the various parts of subject,including state、social groups and rational citizens.In most cases,the preferences of the above subjects are not consistent,which inevitably leads to the game of different subjects.Therefore,a comprehensive examination of the internal demands and action orientation of each subject through specific cases is the key point to analyze this phenomenon.
