摘要
本文首先简要总结了科威特的基本语言格局,然后运用文秋芳(2019)提出的“国家语言治理能力”的其中两个维度(“国家语言规划制定与实施”和“国家语言治理体系构建”)概述科威特中小学外语教育规划,同时根据文秋芳(2019)提出的“覆盖面”“科学性”和“影响力”三个评价指标,对科威特中小学外语教育的实施过程及其成就作出评价。总体来说,科威特中小学外语教育具有规划合理,覆盖面小、针对性强,培养过程科学、方法合理,以及影响力显著等特点,对我国中小学外语教育具有一定的启示。
This article first briefly summarizes the basic language structure of Kuwait,and then uses the two dimensions of National Language Governance Capacity proposed by Wen Qiufang(Construction of National Language Governance System and Development and Implementation of National Language Planning)to outline foreign language education planning in Kuwait’s primary and secondary schools.At the same time,based on Wen Qiufang’s indicators of“coverage”,“scientificalness”and“influence”,the article evaluates the implementation of Kuwait’s foreign language education in primary and secondary schools and its achievements.In summary,foreign language education in Kuwait’s primary and secondary schools has the characteristics of small coverage,strong pertinence,reasonable planning,scientific processes,and outstanding achievements.It has certain enlightenment on foreign language education in China’s primary and secondary schools.
