基于网络安全等级保护2.0标准的中小型海关网络安全体系研究

海关是较早实现信息化的中央直属机构,经过近40年的发展,各种信息技术在海关诸多业务领域得到了极为广泛化的应用。但是随着技术的不断进步,各类新型网络攻击手段层出不穷,给海关信息系统带来了极大威胁。信息安全等级保护制度,是维护国家信息安全的根本保障。2019年5月,网络安全等级保护2.0国家标准正式发布,信息安全技术与网络安全保护迈入一个全新时代。本文的主要内容是在网络安全等级保护2.0体系下,对中小型海关网络安全体系状况进行研究并分析问题,提出整改意见,为中小型海关实施等级保护测评提供指导。

Customs is an organization directly under the central government which has realized informatization earlier.After nearly 40 years of development,various information technologies have been widely used in many fi elds of customs business.However,with the continuous progress of technology,all kinds of new network attack means emerge in endlessly,which brings great threat to customs information system.The classifi ed protection system of information security is the fundamental guarantee of national information security.In May 2019,the national standard of network security level protection 2.0 was offi cially released,and information security technology and network security protection entered a new era.The main content of this paper is to study the network security system of small and medium-sized customs under the network security classifi ed protection 2.0 system,analyze the problems,and put forward the rectifi cation suggestions,so as to provide guidance for the evaluation of the classifi ed protection of the small and mediumsized customs.
