社区物业治理共同体的形塑与发展——基于H街道社区物业治理的观察

The Shaping and Development of Urban Property Governance Community——Based on the Observation of H Street Urban Property Governance

社区物业治理体现着国家治理基层逻辑的一般性特征与独特的地方要素,不同治理主体的运行逻辑、活动内容及其行动交互关系,构成了共同体的基本网络和行动框架。H街道政府代管、市场供给、社会自营、多方合作的四种社区物业治理结构和形态,演绎和呈现出一种基于"国家-市场-社会"三维组合而生的共同体动态关系。相关行动者在"互补-嵌入-协同"的政治互动过程中进行角色转换与行为调整,以推动和实现社区物业治理的组织再造、关系建构和秩序平衡,成功地建立起基层党组织领导下的多方主体互补互构与资源力量共建共治的社区物业治理共同体。进一步研究发现,社区物业治理的发展必须基于主体功能互补融入社区治理体系,从而实现向社区治理关系的拓展。通过共同体运作逻辑的优化与调整,寻求共同体意愿和行动的最大公约数,进一步完善多方参与的协同机制,凝聚起各方主体的治理合力,从而实现共同体治理效能的最大化,应当成为近期和未来社区物业治理政策议程的着眼点。

Community property governance embodies the general characteristics of the grass-roots logic of national governance,and unique local elements.The operational logic and the interaction of different governance subjects constitute the structure network of the community.This paper introduces the background and process of 4 different cases of H street.It mainly analyzes the dynamic community property governance relations based on the three-dimensional combination of"State-Market-Society".It concludes that the development of community property governance must be based on the complementary main function into the community governance system,so as to achieve the expansion of community governance relationship.Through the optimization and adjustment of community operation logic,seeking the maximum common divisor of community will and action,further perfecting the cooperative mechanism of multi-party participation,condensing the governance joint forces of various subjects to maximize the effectiveness of community governance,should be the focus of the policy agenda of community property governance.
