新形势下输油企业安全管理模式探究

Research on the Safety Management Mode of Oil Transportation Company Under the New Situation

输油企业因其储存和输送介质是易燃、易爆的油品,一旦发生事故,造成的损失和社会影响极大。当前在管理方面还存在不法分子打孔盗油、因管道使用年限长引发的泄漏风险、企业安全管理人员能力有限等问题,文章借鉴农村“责任田”的思维,介绍本企业在管理中探索形成的管道输油企业“一分两控”安全管理模式,共同探索管理经验,不断提高站库安全管理和管道的泄漏防控水平。

Because the storage and transportation medium of oil enterprises is inflammable and explosive,once the accident happens,the loss and social influence are great.At present,there are still some problems in the management,such as illegal criminals drilling and stealing oil,leakage risk caused by the long service life of pipelines,and limited ability of enterprise safety management personnel.This paper draws lessons from the thinking of“responsible land”in rural areas,and introduces the safety management mode of“one divided and two controlled”in pipeline transportation enterprises explored and formed in the management of this enterprise,so as to jointly explore management experience and continuously improve the safety management of station and warehouse as well as the prevention and control level of pipeline leakage.
