双政策下区域专利转移趋势分析

Analysis on the Trend of Regional Patent Transfer Under Two Policies

2016年国家科技成果转移转化示范区启动试点建设,2017年知识产权运营服务体系试点建设工作也启动建设,两项政策中均有对专利转移的建设内容。本文通过同时建设、单示范区建设、单运营服务体系建设三类城市共10个样本进行了数据观察,通过分析,两项政策对专利转移均有促进作用,尤其以同时建设的城市作用最为明显。

In 2016,the National Science and Technology Achievements Transfer and Transformation Demonstration Zone started pilot construction.In 2017,the pilot construction of the IPR operation service system was also started.Both of the policies included the construction of patent transfer.This paper has carried out data observation through 10 samples of three types of cities in the construction of construction,demonstration area construction and operation service system.Through analysis,both policies have promoted patent transfer,especially in the simultaneous construction of cities.
