浅谈知识产权财政专项资金绩效管理

On the Performance Management of Intellectual Property Financial Special Funds

当前,知识产权成为了高频闪动、高度敏感的热门词汇,成为经济发展、贸易往来中的焦点,吸引着整个经济社会的视线和注意力。为充分发挥知识产权对创新发展的支撑和引领作用,部分省级财政安排了知识产权专项资金。近年来,财政部提高了专项资金的绩效考核标准,进一步加强了绩效评价结果的运用,将评价结果作为调整预算安排和相关支出政策的重要依据,这也对专项资金管理工作提出了更高的要求。本文基于现阶段知识产权财政专项资金绩效管理过程中存在的问题,对优化专项资金管理与使用提出对策建议,以抛砖引玉。

At present,intellectual property has become a hot word with high strobe and high sensitivity,which has become the focus of economic development and trade exchanges,attracting the attention and attention of the whole economy and society.In order to give full play to the support and leading role of intellectual property rights in innovation and development,some provincial governments have arranged special funds for intellectual property rights.In recent years,the Ministry of Finance has raised the performance appraisal standard of special funds,further strengthened the use of performance evaluation results,and used the evaluation results as an important basis for adjusting budget arrangements and related expenditure policies,which also put forward higher requirements for the management of special funds.Based on the existing problems in the performance management process of intellectual property finance at present,this paper puts forward countermeasures to optimize the management and use of special funds in order to throw bricks and jade.
