“塔西佗陷阱”是突发事件网络舆情中时有发生的重要现象,会让公众对政府的公信力产生质疑,不利于社会的和谐发展,甚至危及党的执政根基。“塔西佗陷阱”的形成具有社会基础,解决的策略应主动公开,降低信息不对称的负面影响;权责清晰,构建突发事件网络舆情监测预警体系;同频共振,民间舆论场治主流化转向;共情再造,新型主流媒体提升官方舆论场影响力。

The“Tacitus Trap”is an important phenomenon that frequently occurs in network public opinions on emergencies.If effective response measures are not taken in a timely and effective manner,it will make the public question the credibility of the government and is not conducive to the harmonious development of society,even endanger the party’s ruling foundation.The formation of“Tacitus trap”has a social foundation.The strategies for dissolving the“Tacitus Trap”are suggested as the following:making the solution strategy public to reduce the negative impact of information asymmetry;clearing rights and responsibilities,and constructing monitoring and early warning system for online public opinions on emergencies;taking same-frequency resonance,and taking mainstream turning for governing civil public opinion field;recreating empathy,and enhancing the influence of official public opinion field via new mainstream media.
