自贡市基本公共卫生服务项目健康教育规范化建设的效果分析

Effects of Standardized Health Education of Public Health Services in Zigong City

目的调查分析自贡市基本公共卫生服务项目健康教育规范化建设的工作现状,评价基本公共卫生健康教育服务项目综合评价新技术推广应用的实施效果,分析基层医疗卫生服务机构健康教育工作的薄弱环节和制约因素。方法利用现场调查快速评分的方法,基于中国健康教育中心编写的《健康教育服务实施与评价指南》中的健康教育工作评价体系,采用经修改、编制的规范化量表,对健康教育服务保障、健康教育服务数量等9个方面进行调查评估分析。定性数据的描述分析采用构成比,统计分析使用卡方检验,以P<0.05为差异有统计学意义。结果基线调查评估结果与终期效果评估结果相比,健康教育服务保障、健康教育服务数量、健康教育宣传专栏、健康知识讲座服务质量、平面材料使用效果、音像材料使用效果、门诊个体化健康教育服务质量、上门访视个体化健康教育服务质量终期得分均高于基线,除门诊个体化健康教育服务质量项目外,差异均有统计学意义(P<0.05)。结论健康教育规范化建设有利于基层卫生服务机构规范、有效开展健康教育工作及加强质量管理,缩小由健康教育资源分配不均带来的各区县、城乡间的健康教育服务水平差距,促进基本公共卫生服务均等化;但自贡市个体化健康教育服务质量有待提升。

objective To investigate current status of standardized health education of public health services in Zigong in order to comprehensively evaluate the implement effects of the health education of public health services and analyze the weaknesses and constraints of health education in basic medical and health institutions.methods Based on the working evaluation system-The Service Implementations and Evaluation Guidelines of Health Education-written by China health education centers,a modified scale was used to evaluate 9 aspects of health education,such as the service guarantee and service quantity.Qualitative data were described by using composition ratio.Chi-square tests were used for statistical analysis,and P<0.05 was considered as a significant difference.Results Except for the clinic individual health education,scores in all aspects at final stage assessment are significantly higher than those in baseline(P<0.05).Conclusion Standardized health education of public health service is beneficial to promote the standardization and efficiency of health education,and strengthen quality management in basic medical and health institutions,diminish the gap of service levels caused by the unequal distribution of resources,and promote equalization of basic public health services.However,the quality of individual health education in Zigong needs to be improved.
