省级政府学前教育财政政策的文献计量分析——基于71份学前教育三年行动计划文本

A Bibliometric Analysis of the Financial Policies of ProvincialGovernment Preschool Education——Based on the Text Analysis

省级政府学前教育财政政策是影响学前教育质量的关键。对既往省级政府学前教育财政政策进行梳理,可以了解政策的基本价值取向、时序发展特征和存在的不足。利用CiteSpace对71份学前教育三年行动计划文本进行量化分析,研究省级政府学前教育财政政策的政策目标、政策手段和政策时序发展特征。研究发现,财政政策目标比较模糊具有较强同质性;政策手段与政策目标基本匹配,但法制性、科学性、有效性尚待提高;政策目标与政策手段的互动呈现以四大类项目投入为基础、以学前教育质量提升为引领等时序发展特征,最后做出政策建议。

The fiscal policy of preschool education of the provincial government is the key for the quality of preschool education.By combing the financial policies of preschool education,we can see the basic value orientation,sequential development characteristics and deficiencies of the policies.Through quantitatively analyzing by CiteSpace,we found that fiscal policy objectives are relatively vague and have strong homogeneity;policy measures and policy objectives basically match,but the legality,scientificity,and effectiveness need to be improved.The interactive presentation of policy objectives and policy measures is based on the four types of project investment,and the improvement of preschool education quality is the lead.Finally,policy recommendations are made.
