The Innovation and Advantages of the Basic Socialist Economic System——Reflections on Lenin’s Idea that the State should Master the“Big Means of Production”to Promote Economic Development

社会主义基本经济制度为中国特色社会主义政治经济学的理论创新奠定了坚实的制度基础,是实现生产、分配、交换、消费大循环良性运行的制度平台。为更深入理解中国特色社会主义基本经济制度的重大意义,从研究列宁在新经济政策时期提出的国家掌握“大的生产资料”促进经济发展的思想形成过程和辩证思维出发,更清晰地认识到社会主义基本经济制度的优势:坚持公有制为主体、多种所有制经济共同发展,有效激发各类市场主体的活力和创造力;进一步细化分配方式,调节收入差距;不断健全社会主义市场经济体制,有效发挥市场在资源配置中的决定性作用,推动经济高质量发展。

Having laid a solid institutional foundation for the theoretical innovation of the Socialist Political Economy with Chinese Characteristics,the basic socialist economic system provides an institutional platform for the sound operation of the great circulation of production,distribution,exchange and consumption.In order to better understand the significance of the basic economic system of socialism with Chinese characteristics,this study first analyzed the forming process and dialectical thinking of the idea that the state should master the“big Means of production”to promote economic development,which was put forward by Vladimir Lenin in the New Economic Policy period.The paper then illustrated the primary advantages of the basic socialist economic system:firstly,upholds public ownership as the main body and the common development of the economy under multiple ownership,and effectively stimulates the vitality and creativity of the various market entities;secondly,refines the mode of distribution,and adjusts the income disparity;thirdly,boosts the socialist market economy system accordingly,effectively promotes the decisive role of the market in the allocation of resources,and enhance high-quality economic development.
