吉林省畜禽养殖污染状况及政策防治强度研究

Research on Pollution Status and Policy Control of Livestock Breeding in Jilin Province

畜禽养殖业经济的快速发展带来了严重的环境污染问题,为了解吉林省畜禽养殖污染状况,本文测算了吉林省的畜禽养殖污染排放量与政策防治强度。结果表明:改革开放后吉林省畜禽养殖排污量呈现出逐年增长而后平稳回落的趋势,且中部地区畜禽养殖污染情况最为严重,具有明显的时空特征;吉林省政策防治强度逐年增大,中部地区防治强度最大,西部地区防治强度较弱。因此建议畜禽养殖污染防治政策的制定要“因地制宜”,加强农牧结合与经济激励型政策引导,多方位实现畜禽养殖污染的减量化、无害化、资源化。

The rapid development of livestock industry economy has brought serious environmental pollution problems.In order to understand the pollution situation of livestock breeding in Jilin Province,this paper calculated the pollution emission of livestock breeding in Jilin Province and the intensity of policy prevention and control.The results showed that after the Reform and Opening-up,the sewage discharge from livestock breeding in Jilin Province showed a trend of increasing year by year and then falling steadily,and the pollution of livestock breeding in the central region was the most serious,with obvious spatial and temporal characteristics.The intensity of policy prevention and control in Jilin Province was increasing year by year,the intensity of prevention and control in central region was the greatest,while that in western region was the weakest.Therefore,it is suggested that the formulation of pollution control policies for livestock and poultry breeding should be“adapted to local conditions”,strengthen the combination of agriculture and animal husbandry,and the guidance of economic incentive policies,promote the reduction,harmlessness and resource utilization of pollution in livestock breeding in many ways.
