An Examination of Quality-and Equity-targeted Education Reform in Senior High Schools

改革开放以来,我国高中教育的发展取得了辉煌成就,现已基本普及。高中教育基本普及后,应通过改革,进一步提高普通高中教育质量和促进其更加公平。针对普通高中教育片面化和学校办学无特色、学生发展无个性较为严重的现象,提高普通高中教育质量,应采取缩小办学规模、深化教学及其组织形式改革、组织多样化课外校外活动、建立普通高中学校间竞争机制、改革校长评价和教育质量评价等举措。针对公办重点普通高中与非重点普通高中学生学业发展水平差距较大的现象和农村薄弱县域普通高中发展的困境,为了促进普通高中的教育机会公平,必须祛除公办普通高中的重点学校制度和大力扶持农村薄弱县域普通高中的发展。

Since the implementation of the reform and opening-up policy,senior high school education in China has made great achievements and basically realized universal schooling.After the achievement of universal schooling,more reform should be made to enhance education quality and equity in senior high schools.In face of problems of education deviation,mediocre development of schools and students,countermeasures should be adopted to improve the education quality,including lowering school scale,deepening teaching and organizational reform,conducting variegated extracurricular activities,forming competitive mechanism among senior high schools,and improving headmaster and quality evaluation.To promote education equity in senior high schools,we should stop key school system out and support rural senior high schools to close the gap between key senior high schools and ordinary senior high schools.
