一场突如其来的新冠肺炎疫情给中国和全世界带来了巨大影响,湖北襄阳作为“重灾区”之一,经济社会发展受到了前所未有的影响和挑战。财政是经济的“晴雨表”,反映到财政上,主要是收入锐减、支出上升(明降实增),收支矛盾加剧。本文试图梳理新冠肺炎疫情对襄阳财政的影响,总结襄阳财政克服疫情影响所采取的政策措施和实践效果,结合襄阳实际研究进一步统筹推进疫情防控和经济社会发展的财政对策措施。

A sudden COVID-19 epidemic has brought huge impact to China and the whole world.Xiangyang City,as one of the"worst-hit areas",confronted with unprecedented impact and challenges in economic and social development.Public finance is the"barometer"of the economy,mainly the sharp decline in revenue,expenditure(red increase),the contradiction between revenues and expenditures intensified.This article attempts to analyze the impact of COVID-19 on Xiangyang's public finance,summarize the policy measures and practical effects taken by Xiangyang's public finance department to overcome the impact of the epidemic,and further studies the financial countermeasures to promote epidemic prevention and control and economic and social development in a coordinated way based on Xiangyang's actual situation.
