对“过紧日子”重要思想与财政实践的几点认识

Understanding the Important Thought and Financial Practice of Tightening Chinese Government's Budget Belt

本文坚持以人民为中心发展思想为指导,深刻理解党中央提出的、财政部门正在落实的"过紧日子"重要思想与相关实践。在新时代中国特色社会主义财政框架中,把握"过紧日子"的人民宗旨和时代要求,提出应在财政工作中做到四个方面:基于"人民财政"理念领会"过紧日子"内涵;按照"财政平衡"原则做好"过紧日子"工作;立足"现代财政"目标确立"过紧日子"制度;按照"统筹内外"要求认清"过紧日子"趋势。

Closely following the guidance of people-centered development philosophy,this paper deeply analyzes the thought and practice of tightening Chinese government's budget belt,and fully grasps the people orientation and time requirements.In the socialist financial framework with Chinese characteristics in the new era,we propose that four aspects should be practically implemented in tightening government's budget belt.First,to accurately understand the connotation based on the concept of people finance.Second,to earnestly implement the policy according to principle of budget balance.Third,to resolutely improve the guarantee system in view of modern finance.Fourth,to comprehensively grasp the long-term trend judging by the overall situation at home and abroad.
