2014年国务院发文大力发展乡村旅游,持续推动中西部地区经济增长和贫困地区脱贫致富。乡村旅游作为农村扶贫开发的重要手段,依托旅游扶贫在脱贫攻坚中天然而独特的优势,其扶贫效应日益显现。受文旅融合助力乡村振兴美好前景的感召和新时代精准扶贫的要求,促成产业扶贫和文化扶贫相结合,能更好地利用文旅资源为农村扶贫开发服务。特别是当产业扶贫遭遇瓶颈和困境的时候,文化扶贫作为突破口,成为解决问题的关键。

In 2014,the State Council issued a document to vigorously develop rural tourism,and continue to promote economic growth in the central and western regions and poverty-stricken areas out of poverty.Rural tourism,as an important means of poverty alleviation and development in rural areas,relies on the natural and unique advantages of tourism in poverty alleviation,and its poverty alleviation effect is increasingly apparent.Inspired by the bright prospects of cultural and tourism integration to help rural revitalization,and the requirements of precise poverty alleviation in the new era,the combination of industrial poverty alleviation and cultural poverty alleviation can better utilize cultural and tourism resources to serve rural poverty alleviation and development.Especially when industrial poverty alleviation is confronted with bottlenecks and difficulties,cultural poverty alleviation,as a breakthrough,has become the key to solve the problem.
