基于FAHP和TOPSIS法的电力应急预案评价研究

摘要 在分析电力应急预案现有研究的基础上,从预案的预防预警、组织结构及职能、预案的实施、预案的总结四个角度出发,构建了电力应急预案评价指标体系。提出标度转换的方法,并利用基础模糊理论与层次分析法结合,从而获得更为全面、科学的指标权重。利用理想点逼近法对各预案方案进行排序选出最优方案。以某地电力有限公司制定的应急预案为例,进行各预案评价的实证分析。 Based on the analysis of the existing research on electric power emergency plan, the evaluation index system of electric power emergency plan is constructed from four aspects: prevention and early warning, organization structure and function, implementation and summary. In this paper, a method of scale conversion is proposed, and a more comprehensive and scientific index weight is obtained by combining basic fuzzy theory with analytic hierarchy process. It uses the method of ideal point approximation to sort the plans and select the best one. Taking the emergency plans formulated by a local power company as an example, this paper makes an empirical analysis on the evaluation of the emergency plans.
