佛得角圣文森特岛港口发展研究

Research on the Port Development of Sao Vincent,Republic of Cabo Verde

佛得角共和国是大西洋的一个群岛国家,距非洲大陆最西端约455千米,在大西洋占据极为优越的地理位置。该国最大的港口—格兰德港(Porto Grande)位于圣文森特岛。本文梳理了佛得角港口发展的现状,格兰德港发展存在的问题,发现其存在基础设施落后、运力闲置、港城矛盾和安全隐患等问题。同时,结合其地理位置及周边港口情况分析了圣文森特岛港口发展潜力,并对其未来发展目标进行了预测。在此基础上,提出了"北部四岛综合运输枢纽、西非地区航运中转基地和西非地区重要邮轮港"的功能定位,并具体建议其调整优化港口布局和功能,选址新建专业化货运港区,改造升级原客运港区。

The Republic of Cabo Verde is an archipelago country in the Atlantic Ocean.Around 455 kilometers to the westernmost point of the African continent,it occupies an extremely advantageous geographical location in the Atlantic Ocean.Porto Grande,on the island of Saint Vincent,is the largest port in Cabo Verde.This paper summarized the developiment situation of the ports in Cabo Verde,and the development problems of Porto Grande:the port resources are left unused,the port′s layout is improper,and infrastructure and supporting services are inadequate.Meanwhile,this paper analyzed its development potential and forecast the development goals of Porto Grande depending on its geographical location and nearby ports.On this basis,the paper proposed that the construction target of the port is to become a comprehensive transportation hub for the four northern islands,a shipping transfer base and an important cruise terminal in West Africa.It is also suggested that the port need to adjust and optimize the layout and functions of the port,select a new specialized freight port and upgrade the original passenger port.
