游泳场所新旧国标及上海地标差异性分析——以上海市松江区游泳场所卫生现状为例

Comparison the Differences of Current GB,the old GB and Shanghai Local Regulation on the Swimming Pool Supervision and Administration——Take the Public Hygiene Situation of Swimming areas Songjiang as An Example

目的对游泳场所国家标准、上海地标进行差异性分析,并以上海市松江区游泳场所卫生现状作为验证,为新国标颁布后的卫生监管策略提供科学参考。方法通过对新旧国标、上海市地标逐项进行比对,汇总出三者的差异分析表,根据差异的大小梳理出关键项,并通过上海市松江区游泳场所水质监测结果、量化评分结果和新许可游泳场所设计卫生规范情况对关键项进行验证,查找与新国标的差距,为新国标背景下松江区游泳场所卫生监管提供意见。结果对新旧国标、上海市地标逐项进行比对,差异项共32项,其中19个为关键项,9项为重点关键项。上海市松江区不符合关键项的户数分别为:水质监测3户(3/87),量化评分为10户(10/87),新许可游泳场所16户(16/16)。不符合项最多的是未配备在线监控装置和消毒剂无单独存放场所。未开展检测的部分指标是否符合新国标的要求还是未知。结论新国标相对旧国标要求更加严格,标准更高,而地标与新国标之间的差异较小。上海市松江区游泳场所卫生现状较好,但也有部分不符合国标要求,需共同努力来解决完善。

Objective To compare the differences of the new GB,the old GB and Shanghai Local Regulation based on the Songjiang swimming areas so as to provide scientific guides to the public hygiene supervision and administration after the execution of the new GB.Method The new GB,the old GB and Shanghai Local Regulation were compared to find out the key parameters and gaps.Then,three standards were further compared based on the results of public hygiene situation of the swimming areas in Songjiang from three aspects,including water quality monitoring,quantitative rating,and health standard of new allowed areas.Results There are 32 different items.19 of the items are key parameters and 9 of the items are critical parameters.The numbers of the unqualified swimming areas in Songjiang are as follows:3 areas of water quality monitoring,10 areas of quantitative rating,and 16 of new allowed swimming areas.The most common issues are no online monitoring devices and no specific areas for the sanitizer chemicals.It is unclear that whether the untested items can meet the requirements of the new GB.Conclusion The new GB is stricter than the old one,but has little gap with the Shanghai Local Regulation.The public hygiene situation is very good in Songjiang district.However,there are still some parts do not meet the GB gap.More work was needed to improve the unqualified items.
